Of the 821 shampoos that prevent hair loss, only four passed the actual health authorities' clinical trial standards. In the case of the remaining 817 products, it has not been properly verified whether they are actually effective in hair loss.

According to data submitted by the Ministry of Food and Drug Safety (FDA) on the 14th by Rep. Moon Jung-rim of the ruling Saenuri Party, a member of the National Assembly's Health and Welfare Committee, only four of the 821 anti-hair loss shampoos approved as non-drug products have undergone clinical trials by the Ministry of Food and Drug Safety, called the Guidelines for Testing the Efficiency of Wool Hairdressers. RH Shampoo, Men With Flowers RGIII Hair Roth Clinic Shampoo, Damo Atherapy Gold Shampoo.

The "Guidelines for Testing the Efficiency of Wool Products" were established in November 2009 as a standardized test method for evaluating the effectiveness of hair loss prevention and wool (increased hair thickness).

Lawmaker Moon analyzed that most of the anti-hair loss shampoos did not go through the clinical trial because the approval of non-drug drugs and clinical trials are not directly linked. It is explained that there are regulations that can be recognized as an anti-hair loss shampoo without going through clinical trials if it is the same as an anti-hair loss shampoo previously approved as a non-drug product and its active ingredients and specifications.

Rep. Moon said, "An anti-hair loss shampoo should have a clear function of preventing hair loss or increasing hair thickness, but if the Ministry of Food and Drug Safety submits existing animal experiments or foreign literature, it recognizes its efficacy."
"Because it is indiscriminately licensed, the people who use it can suffer damage, such as paying a high price despite unclear effects," he said
"The Food and Drug Administration must re-evaluate approved anti-hair loss shampoos without meeting clinical trial standards."

Earlier, lawmaker Moon held a debate at the National Assembly on the theme of "How to Support Treatment for Hair loss Patients" and expressed the seriousness of hair loss diseases and the urgent need for state support. At the forum at the time, Huh Chang-hoon, a dermatology professor at Seoul National University Bundang Hospital, said, "The bigger problem is that if the existing hair loss shampoo, ingredients, and specifications are the same, approval can be granted without conducting clinical trials to prove efficacy. Even if there is a problem with the original, permission for copy phones is possible."
