[Minoxidil Solution] When would be a good time to move from an ointment to an ointment?

About two years ago, I bought a minoxidil in Kirkland
I put it on for about three months
Suddenly, it was so itchy that I couldn't stand it.

So I changed it to Rogain foam. I've been applying it all this time
It doesn't feel like I'm losing something or I have a lot of hair.
I felt like I was only maintaining the status quo.
