[Guidance] Operational Guidelines on Cyber Defamation
[Guidance] Penalty Act for Cyber Defamation First of all, I am very concerned that such a notice may feel psychological discomfort to 99.9% of good comrades who visited Daemo. However, please understand that this is to guide each other's manners to prevent the recent movement of 'outsiders' to undermine the mass community.
In accordance with the Punishment Act on Cyber Defamation, which takes effect on July 1, 2001, if false information is distributed on the Internet, it will be punished up to seven years in prison, and if the fact is indicated for slander purposes, it will be punished up to three years in prison.
Posts about slander, dissemination of false information, and desecration of hair loss people will be deleted by the management team and the IP of the person may be reported to related agencies.
We hope that members and visitors will cooperate voluntarily in activating posts that consider the other person's position.
The Seoul Metropolitan Police Agency's cybercrime investigation team also arrested the suspect (for defamation) by applying the charge of "violation of the Information and Communication Network Utilization Promotion and Information Protection Act" for copying and transferring messages maligned by others to other bulletin boards.
According to the cyber investigation team, Choi (unemployed) was defamed by copying and posting a post posted on the Internet bulletin board of the district office, which was posted by another person on the Internet of a newspaper on the 1st.
Under the Act on Promotion of Information and Communication Network Utilization and Information Protection, which was revised in July, there have been quite a few cases in which the "cyber defamation crime" was applied to the first person to spread false information on the Internet, but this is the first time that the clause has been applied to the "spread-on writing" that is common on each bulletin board. The punishment under the law is up to seven years in prison or a fine of up to 50 million won, which is much heavier than the sentence of defamation under the existing criminal law, up to five years in prison or up to 10 million won.
In particular, the police said that they will strictly crack down and punish not only the first publisher but also the act of irresponsibly spreading stories that are circulating without fact-checking, requiring special attention from netizens.
In the case of violating the above, we are technically blocking access to the person's connected PC if there is a continuous action with a warning.
In this case, even though there are side effects that damage other users who share the network (the same IP band), the entire broadband (ISP network) is blocked, making it impossible to reconnect with IP RESET alone. In particular, visitors with severe slander and abusive language will be prevented from accessing the site permanently with PC blocking authentication methods other than IP blocking.
In addition, identification is possible not only in high-speed Internet access but also in other places such as offices and game rooms, so we declare that we will respond to cyber violence against large communities pretending to be anonymous as much as possible.
