On the 27th, the Ministry of Health and Welfare decided to set the guidance period proposed by civic groups as one month in July and focus on the establishment of the division of medicine rather than crackdown and punishment due to the lack of preparation of medical institutions and pharmacies and expected inconvenience to the public in the early stages of implementation.

The guidance period is three stages, and the preparation work is completed in the form of a voluntary division of labor at the beginning of the △, the regional division of medicine cooperation meeting is held in the middle of the △, and the division of medicine is carried out in accordance with the regulations from the end of the △.

The Ministry of Health and Welfare believes that cooperation between the medical and pharmaceutical sectors is the most important thing for the division of labor to settle down, and plans to notify pharmacies of the list of prescription drugs frequently used by hospitals and clinics and support pharmacies to take over their inventory.

Even if the division of medicine is implemented, patients can divide their out-of-pocket costs of 3,200 won to the clinic and 1,000 won to the pharmacy without additional charges if the total medical expenses are less than 20,000 won (12,000 won to the clinic and 8,000 won to the pharmacy).

Meanwhile, the Ministry of Health and Welfare announced 938 areas in farming and fishing villages that do not have hospitals and pharmacies or are far from each other, such as Gyohae-myeon, Paju-si, Gyeonggi-do, and Hwado-myeon, Ganghwa-gun, Incheon, as exceptional areas for the division of medicine. This is 66.4% of the 1,413 townships nationwide. In these exceptional areas, it is possible to build drugs directly at hospitals and clinics as it is now and to purchase drugs at pharmacies without a doctor's prescription.

In the case of 432 island areas, most of them were designated as exceptional areas except for eight, including Aging, Anjwa, Anjwa, Anmyeon, Ulleung, and Chujado.

In addition, 13 industrial complexes, including Yaeum 1-dong (Hyosung-affiliated Hospital) in Nam-gu, Ulsan, and 11 military facility control zones and development restrictions, including Dugu-dong in Dongseon, Geumjeong-gu, Busan, were included in the exception area.

Like Geumgok-ri, Anjeong-myeon, Pyeongtaek-si, Gyeonggi-do, there are health centers and pharmacies for medical institutions, but only some areas, not all, are excluded from the division of medicine.
